I did a little more digging around and from what I can understand

It’s not our money that we’re giving them necessarily I don’t think the New York Times was being completely honest in their description or maybe they just don’t understand the deal yet since it’s preliminary

The way I understood it was it would be their own money contingent on them, letting ships through the straight and giving us for allowing us access to the enriched uranium

It’s money that’s frozen. As they do things according to the deal, they get some of their own money back. That’s the deal. Trump would never, ever pay them to rebuild.

Iran won't up their uranium/nuclear program unless they get guarantees that neither we nor Israel will attack the regime again. Other countries and regimes have learned where giving that up gets you.

What can? They have give up the nuclear ambitions and turn over the enriched uranium, which we will dig up. That’s what I heard. Nothing is signed

Agreement to continuous IAEA inspections is probably the best we could do. 

The regime is still in place. It can kill any internal dissenters. It'll destroy regional oil and desalination infrastructure that'll take years to rebuild if we come at them again. 

The strait remains closed. They're still on track to build nuclear weapons. Russia and China still support them.

That's where we are and we'll have to accept that at some point if we're not willing to use our nuclear weapons or mount a major ground invasion.
