Assault with a deadly weapon, fleeing the scene of a crime and my understanding was that the original crime would probably have been impeding law enforcement by blocking off the road they were trying to use?

Yep. The things she could've been charged with if the ICE agent's shots had missed and she'd been pursued, pulled over and arrested.
