I think it's over. Businesses aren't going to find certainty in or make re-shoring decisions based on Trump saying he's found a workaround for the Supreme Court's decision. This is also a mess that Congressional Republicans aren't going to want getting even bigger going into the midterms and 2028.

Trump will still keep trying. His ego demands it.

But Trump's plan A to tariff the whole world was just struck down by the Supreme Court. It was probably plan A in the first place because it had the highest perceived chance of success.

Are plans B and later just to keep going by invoking authority under other statutes that are even more likely to be struck down? That method of operation wouldn't be likely to help the economy. Businesses wouldn't go for it.

I think A was more of a quick response with less research. It gave them time to dig through other relevant statutes to come up with a better argument if the first attempt gets struck down.
