If you're dealing with small, less significant countries that we're allied with, you don't want them to come away with the idea that the alliance will end whenever it's politically convenient, or when they have something we want.

They were willing to send troops to bleed with ours after 9/11. That's the kind of ally we should want to maintain a strong relationship with the most.
