Still kind of a gray area. Boats here don't need a title if they are smaller than 14 ft for instance.

I used to have both a boat trailer and a utility trailer. Both needed tags so I would just swap them onto which one I was using. No way to tell the difference from the tag. It felt stupid to pay for both of them.
