I asked them to send me the remaining balance as a rollover. They won't directly send it to the IRA

Strange. When I retired there were no problems with rolling it over into an IRA.
So they sent it to you as cash and you have 30 days to put it in a IRA yourself?

No, I retired before they switched to Empower.
