Every local sends delegates to the convention. They are voted on before they go. If they run unopposed, there was no ballot necessary.

It's a system similar to the electoral college. 5% of the delegates have to vote for a candidate or slate for them to show up on a ballot. The opposition slate got ~3% of the vote.

Yep and many years ago TDU made sure the threshold was set quite low. The fact that they could not get another slate on the ballot shows just how disinterested the membership was in the fearless slate. At the convention, they only needed about 78 delegates out of 1500 to get on the ballot and the most anyone got was around 50 and one of them got as little as 2.
