You literally have zero understanding of how government works. You mean to tell me the the President is supposed have full understanding of the entire tax law of all 50 states? Wow, he's be the first human to accomplish that.
He did know what he was proposing and it was meant to be on all workers (accept salaried). Up to a certain threshold.
It's up to the legislative body to construct the line by line directives of the law. When they handed the bill to the President, Trump failing to ask whether it covers FSLA workers probably slipped his mind. I'm sure Biden would have caught it right away.
