Well, I’m gonna guess he wasn’t scared until she started moving. Even then, I don’t think he should’ve shot her. They had her license plate. They could’ve just went to her house and arrested her. But I wasn’t there so I don’t know what else was happening or going on and I’m not gonna pretend I do.

If there are multiple officers they'll often do that to get a fuller view of the vehicle's interior while the officer at the side of the vehicle is talking to (or trying to talk to) the driver. And probably also so that the driver can more quickly and easily understand that the officers don't want them to go anywhere.
That usually works out fine because 99.9% of the population isn't retarded enough to put it in drive and hit the gas when an officer with a gun is standing in front of their vehicle.

A misplaced expectation that there wouldn't be meaningful consequences. At worst, maybe she'd be pulled over, booked and released later in the day. As "protesters" in Democratic states often are. The wife was on the street recording and it was her time to shine.

I already told you I don’t think they should’ve shot her. If it was legal or not, I don’t know that was not my point.
Apparently, there’s more to the story about this lady at least that’s what I’m hearing. I have no idea if it’s true or not, but if there is truth to it, they were already suspicious of her.
Again, if she had just shut that car off….
