Have seen this once or twice in my years. Where? I can’t remember. Think it may have something to do with the direct deposit taking a cycle to be finalized. My UPS pension was a first check direct deposit. Does retarded Cosmo run your plan?

When I sent mine in I couldn't do it more than 90 days in advance. Then they just sat on the paperwork until the last 30 days. Their attitude was you could straighten out any problems after you retire.
