I once had a dog bite literally a jaw shape out of a box I blocked it with, and the owner still tried to tell me that he wouldn't hurt me.
I'd bet dollars to donuts that customer's dog is a known problem.
Not saying that was at all appropriate, but I'd like to believe there's more to the story.
Never got bit. Always had treats. Very rarely did a dog prevent me from making a delivery, but it happens. I had two Chows stop me from getting out of the truck once. No package for you.
