Quoting posts is working for me on iOS.
The mentions does seem partially broken on mobile. I only tested on chromes mobile dev mode on desktop last night.

I actually turned off the auto scroll on purpose last night. It was selecting the wrong root element, and I figured I would fix it today. It was getting too late.
